What is Ministry of Information Technology’s mandate? Is it to be a manufacturing entity? Or is it to formulate/provide policies conducive to making this a viable business for the private sector to jump into it and thereby generating jobs and opportunities?
The government must do the governing and leave such things to the private sector. Business does not suit nor works well under government foresight as has been evidenced numerous times with majority of state owned institutions and businesses.
