The federal government has divided the Civil Aviation Authority (CAA) into three separate entities.
In an official notification, the government announced the establishment of the Pakistan Airports Authority to manage airports nationwide. Sources told ProPakistani this restructuring targets operational efficiency and oversight in the aviation sector.
The second entity is the Bureau of Aircraft Safety Investigation which will help ensure the safety and integrity of air travel. According to the notification, the new Airport Authority will allocate 0.1 percent of all aircraft landing fees across the country to fund the Bureau’s safety investigations.
“In exercise of the powers conferred by section 34 of the Pakistan Air Safety Investigation Act, 2023 (L of 2023), the Federal Government is pleased to determine that the Pakistan Airports Authority shall pay to the Bureau of Aircraft Safety Investigations zero point one percent (0.1%) of the portion of fee for landing of aircraft at any airport levied and collected by the Pakistan Airports Authority,” the notification stated.
The Pakistan Airports Authority, shall by the 31st July of each financial year, transfer the prescribed percentage of the fee before the deduction of income tax, to the Fund of the Bureau of Aircraft Safety Investigations, it added.

If you get the same people sit in three different entities, then nothing would happen. Instead of reducing expenditure, the government is burdening the resources and the common salaried class who would be paying the wages of the entities. For Allah’s sake, only Airport Authority and Safety Authority are enough but that too have to be manned by competent, educated and professionals – provided that the majority should be from civilian.
Seems like two generals were retiring and they needed a job to be chairman somewhere so the govt made 2 new departments

This is a great step towards efficiency and managing the civil authority. Recently, due to overburden, CAA had been becoming increasingly sluggish due to bureaucratic muddles.
Slicing it down to parts and the ensuring cross-communication is the way to go
Wish to know is this idea taken from ICAO or any other advantage to divide into three entities.
