PEC Forms Working Group to Implement Institutional Reforms, E-voting System 

The Pakistan Engineering Council (PEC) has constituted a working group tasked with implementing institutional reforms, including the introduction of an e-voting system.  

The group, named the “Working Group on PEC Institutional Reforms (WG-PECIR),” will be led by Lieutenant General Kashif Nazir, Chief of Army Engineers and a member of the PEC Governing Body. The initiative aims to modernize PEC operations while addressing key governance challenges. 

The introduction of an e-voting system is among the group’s top priorities. This system is expected to enhance transparency and efficiency in PEC elections, replacing traditional voting methods with a digital alternative. Other objectives include digital transformation, the identification of gaps in PEC’s rules of business, and a review of its governance structure to align with contemporary regulatory standards. 

The working group also seeks to address broader institutional issues, such as ensuring accountability in engineering practices and proposing structural reforms. It has been tasked with evaluating PEC’s organizational framework to optimize resource utilization and improve clarity in roles and responsibilities. Additionally, the group will promote the council’s core values of collaboration, accountability, respect, and excellence across all its operations. 

The group consists of senior PEC members, including Engineer Akhtar Abbas Bharwana as co-chair, and Engineers Khalid Mehmood, Muhammad Zeeshan, Najam Waheed, and retired Lieutenant Engineer Muhammad Iqbal Qureshi. Registrar Naseer Khan and Additional Registrar Muhammad Sohail Khan have also been included as key members, ensuring representation across various administrative and professional domains. 

The working group has been mandated to assess challenges, propose actionable solutions, and submit recommendations to PEC’s chairman and governing body. Its work is expected to lead to structural improvements, better regulatory compliance, and enhanced transparency within PEC’s operations, setting a new precedent for governance in Pakistan’s engineering sector.
