Committee Formed to Review Proposed Amendments in Govt Accommodation Allotment Rules

The federal government has constituted a three-member committee to review proposed amendments in draft Accommodation Allocation Rules, 2025.

Secretary Cabinet Division will be the convener of the committee and Secretary Law and Justice Division and Additional Finance Secretary (Expenditure) Finance Division will be members of this committee.

Terms of Reference (ToRs) of the committee includes review of the proposed amendments relating to:

Definitions impacting eligibility for government accommodation; Procedural requirements concerning declarations or affidavits; Hiring and self-hiring of private accommodation, Determination and management of rental ceilings.

The committee will also assess potential implications of the proposed changes on administrative efficiency, particularly in relation to the burden on the Estate Office; evaluate the impact on transparency, fairness, and accessibility of the allotment process; and consider the overall coherence of the housing policy for federal government employees.

Determine feasibility of granting rental ceiling as part of salary to employees who do not avail government accommodation to reduce administrative burden on Ministries Divisions as well as Estate Office.

Propose a streamlined procedure for periodic revision of rental ceilings, ensuring alignment with prevailing market conditions, including the use of third-party independent evaluations for fair and transparent assessment and recommend further refinements, if any to the proposed Accommodation Allocation Rules, 2025, to ensure a balance between administrative efficiency, transparency, and employee welfare.

The committee will finalize its recommendations within two weeks.
