The Punjab Cabinet has approved sweeping amendments to the Motor Vehicle Ordinance of 1965, introducing stricter penalties and new safety regulations. The approved summary containing 20 key changes has been forwarded to the Punjab Assembly for legislation.
Under the revised ordinance, motorcycle riders and passengers will both be required to wear helmets, making helmet use mandatory for everyone on a bike. The proposal also seeks to legalize digital challans and computerized driving licenses to modernize traffic management.
According to the summary, the current fine structure of Rs. 200 to Rs. 1,000 will be replaced with higher penalties ranging from Rs. 2,000 to Rs. 20,000.
The proposed fines include Rs. 2,000 for motorcycles, Rs. 5,000 for cars up to 2000cc, Rs. 20,000 for vehicles above 2000cc, and Rs. 15,000 for commercial or public transport vehicles involved in overspeeding.
Traffic signal violations could result in fines between Rs. 2,000 and Rs. 15,000, while using a mobile phone while driving could lead to a penalty of up to Rs. 15,000.
The amendments also include a point-based system for violations, under which drivers losing 20 points will have their licenses suspended for six months to one year, depending on the severity of offenses.

Won’t work. Not everyone can wear a helmet. And it won’t help anyone.
Why not stop with bikes and provide affordable scooters.
They are much safer, are more comfortable, are less speedy by design, and women men burn can drive them without issue , but to mention those in the back seat can sit comfortably.

This rule is already working in all developed countries like UK for the safety of people rather than just driver. It’s same person don’t wear seat belt which is sitting on the side seat of car driver while it’s mandatory in all other countries .life does matter of each individual not for driver only .

I fully support what the authorities decided because Safety is not Negotiable and with one more suggestion, Bound all motor cycles manufacturing companies that they will not sale without helmets anymore, if the person have no money for helmet but bike ,don’t allow him him to purchase and secondly make a transparent procedure for issuing a licence. Motorcycle riders should be given training how to drive on roads. The rules and regulations of driving. At the moment nobody is following nothing. There is always a mess of traffic on most of the roads. This aspect is the most important and the motorcyclists should be disciplined. Instead of issuing Challans, the focus should be mainly on driving sense and discipline.

First of all abolisih the current driving test to gain a driving licence, as it is not fit for purpose, the current test which is simply is reverseing into coned of ground obstacle course and driving out and a driving licence is issued to anyone who can reverse into coned ground to create obstacl course.
The driving test to gain a driving licence should held on general public roads t o create realistc conditions on pakistani roads, applicants ahould have knoweledge of road signs, applicants should know how to join main highway roads joining from side streets / roads as it is now 99% of roads user when joining main highways or roads from side streets or road do not stop at junctions of roads and joining without looking right or left , majority of accidents occur on roundabout and road junctions because these idiot drivers have no sense or has whose right of way on a roundabout on the main highway / roads when joing main highway / roads from side street junctions.
Majority of the negligence is by the punjab goverment highway department poor road infrastructure, poor road signs especially at cross roads junctions not showing who has the right of way at these cross roads.Where road accidents occur due to neggligence of the Punjab highways department the officals in the department should be held responsible and by heavy fines or should be fired from there posts and proscuted in the highest courts.
I am 110% agree with you. Road test be on public road to see if drivers understand road signs and road sense. When to stop or when to yield. Drivers need to learn concept of stay in their lane but drivers wanted to squeeze 3 or 4 cars in two lanes. It comes to awareness in public who wants to be on road and government’s job is provide awareness and teaching to general public of safety on roads.

It is a great initiative in the right direction. Heavier fines with point based system that may lead to suspension of driving license should’ve been done much earlier.
Please revamp the process to get the driving license. It should include strict evaluations of the candidates on real road conditions. The candidates must attend sessions on driving rules and best practices.
Further, please consider launching an ‘effective’ campaign on driving rules and best practices to educate drivers.
Why not add more public transport in the system and build circular railways for city transportation. Improve quality and quantity of city to city railway trains. I guess this will help ease load on the roads.
The traffic violation penalities should be strictly imposed regardless of any position. There shouldn’t be any examption to anybody like CM, PM, judges, armed forces higher command so that a Sense of equality prevails.
These rules and regulations apply only to the public but the government officials don’t care about it .
For example I see all the time police officers riding a motorbike without helmet, number plates, and most of the time even without any government issued motorbikes.
I this country the law makers are allowed to disobey the law but if the public do, its a violation.
If the government is going to issue a law like this please make sure that you and your government officials follow it aswell.
And don’t make it only for the civilians everyone should be treated equally no matter what type of clothing (uniform) they are wearing.

Why not making laws for controlling useless fuel consumptions by those who are miss using the fuel issued by the GOVERNMENT to reduce fuel prices so that there is more for the public and not that the public has to pay it for you.

I will support stricter penalties only if the government also penalizes the corrupt officers, judiciary, politicians and bureaucracy. I have had to move out of the way of a police vehicle coming the wrong way countless times. And the few times I confronted them, they laughed it off or ignored me.

Higher challans are theoretically good but give a good margin for the not so honest implementers.
First use previous challan money on broken roads, public transports, traffic lights, or anyother purpose related for public, common people’s. Government just collected money for their own banks and no one even asks for that. And also don’t just blame people’s for not following rules First of all train properly your wardens they don’t even hear anyone’s, sometimes made challan without any mistakes, use bad languages and if any person ask or tell something they just threat FIR on you. Motorcycle is not ride of elite. When imposing fines worth of vehicle and Socio-economic status must be considered otherwise it will only increase lawlessness. Bike challan must not be more than 700. Moreover on making such fine structures Government should be responsible in case of any theft or road accidents. CM and commissioners should be called by court directly in case of Public loss.
I think now It should be mandatory for bike manufacturers to add storage for a helmet in bike. A helmet should come with the bike. And it is locked on the bike and unlock it with bike key. Most people don’t bother because they get stolen and a annoyance to carry around.
Government should provide free helmets to all the licensed bike owners with one extra helmet for passengers. What about the rideshare people those who get indrive or Yango bike ride from where they will get helmets?
The problem is not enactments. The root cause of the problem is enforcement of those enactments in a true sense and spirit. Underage bike riders, no discipline and bikes, tri-wheelers with broken indicators, breaking lights and senseless overspending, addition to no licenses is due to mal-education, mismanagement. These aspects need enforcement of present law instead of introduction of new.
