The Sindh Higher Education Commission (HEC) has ordered the immediate removal of all faculty members holding non-teaching or administrative positions in public sector universities across the province.
In a strict directive issued to vice-chancellors of Sindh’s around 30 public universities, the HEC cited orders of the Sindh High Court and the Supreme Court of Pakistan, giving university administrations eight days to comply.
According to the directive, no faculty member or PhD holder may be appointed, posted, or allowed to continue in administrative roles such as registrar, controller of examinations, directors of Quality Enhancement Cells (QEC), ORIC, or other budgeted and non-budgeted posts, whether on additional charge, OPS (own pay scale), lock-after, or similar arrangements.
In an official letter, Sindh HEC Assistant Director Naheed J. Haider stated that the action follows a Hyderabad Circuit Court order dated December 9, 2025, issued in CP No. 1757 of 2024.
The letter also referred to a Supreme Court directive from November 11, 2024, which ordered that all vacant administrative posts must be filled strictly according to law and that temporary arrangements be discontinued.
While several vice-chancellors have previously justified appointing faculty to administrative roles due to financial constraints, arguing that no additional salaries were paid, the HEC has made it clear that such practices are no longer permissible.
Vice-chancellors have been instructed to terminate all such arrangements immediately and submit a compliance report within eight working days.
The commission warned that any consequences arising from non-compliance will be the sole responsibility of the respective university administration.
The move is expected to significantly impact university governance and staffing structures across Sindh’s public higher education institutions.
