Govt Prepares New Reforms to Revise Super Tax, Minimum Tax, and Much More

Government is preparing a new wave of tax reforms aimed at strengthening its industrial base and boosting exports, with the Tax Policy Office leading efforts to make the system more business-friendly and investment-oriented

Director General Najeeb A Memon said the reforms under consideration include changes to super tax, minimum tax, and social contributions, along with the introduction of a new trader scheme to simplify compliance and expand the tax base.

Speaking at the Lahore Chamber of Commerce and Industry, he emphasized that the government is working to reduce production costs and create a fairer tax environment that supports economic growth.

The Tax Policy Office has been established to separate policymaking from tax collection, enabling more independent and professional decision-making aligned with national economic priorities.

Officials said efforts are underway to simplify income tax, sales tax, and federal excise laws, remove distortions, and close loopholes that allow tax evasion. The office is also engaging closely with the business community to identify practical challenges and improve policy effectiveness.

Memon noted that transparency and stakeholder consultation will remain central to the reform process, with the government planning to share proposals with businesses ahead of the budget for feedback before parliamentary approval.

Despite constraints under the International Monetary Fund program, the government is exploring opportunities in manufacturing, digitalization, ICT, and emerging sectors. He added that authorities are considering gradually reducing or eliminating the super tax while introducing measures to restore trader confidence and encourage the formalization of the economy.
