Sindh Launches Crackdown on Builders Failing to Complete Projects

The Sindh Building Control Authority (SBCA) announced strict action against builders who fail to complete projects within the prescribed timeframe in a major move to protect homebuyers and restore confidence in the construction sector.

Sindh Minister for Local Government and Housing & Town Planning Syed Nasir Hussain Shah said builders who do not deliver projects on time will face punitive measures. These include suspension of licenses, de-listing or blacklisting, and a ban on the approval of any future projects.

The minister directed SBCA Director General Muzammil Hussain Halepoto to immediately compile and submit details of all projects that remain incomplete despite the lapse of their approved completion period. He said the review will help identify projects where delays have extended possession timelines and created uncertainty for buyers.

Shah said the decision was taken to safeguard citizens’ interests and to ensure transparency, discipline, and accountability in the construction sector.

He noted that the government has been receiving complaints that several builders are causing unnecessary delays, leaving families struggling with rental expenses, loan repayments, and uncertainty about when they will receive possession of their homes.

He added that these delays have resulted in significant financial and emotional distress for many buyers.

“The protection of consumer rights is our top priority,” Shah said. He added that the government will not allow any party to exploit citizens who invest their life savings in housing schemes.

According to the minister, builders who keep projects pending due to negligence or bad faith will be dealt with in accordance with the law.

Shah also urged the Association of Builders and Developers to play a role in discouraging such practices within the industry and to support efforts to improve compliance and ethical standards. He said credible industry bodies should help strengthen accountability so that responsible developers can be distinguished from those causing harm to the public.
