The Capital Development Authority has launched action against another high-end residential project in Islamabad, with Al-Mustafa Tower in Sector F-10 now under scrutiny after the controversy surrounding One Constitution Avenue.
CDA has reactivated its role in the building’s management and ordered an inquiry to determine whether any of its officials were negligent or complicit in allowing amenity spaces to be allegedly sold off illegally.
According to officials, the civic agency recently received reports that public and recreational spaces in Al-Mustafa Tower, including the gym and open areas, had been sold, depriving more than 320 families of facilities meant for residents.
The development has gained significance as CDA moves to widen its crackdown on major real estate projects following the One Constitution Avenue issue. Officials say the authority, with backing from the interior ministry, has decided to examine the role of influential figures as well as its own officers in controversial property matters.
CDA officials said the Islamabad High Court had already directed the authority in 2019 to take over the management of Al-Mustafa Tower after the plot allotment was cancelled.
A committee was formed at the time to manage the building’s affairs, but it later became dysfunctional without approval from the competent authority.
The authority has now decided to restore that arrangement and take over the project again in line with court orders. A fresh inquiry committee has also been formed and is expected to begin work to determine how amenity areas were allegedly sold after 2018 and whether any CDA officials facilitated the process.
Officials said the reactivated committee would oversee day-to-day affairs of the tower but would not create any third-party rights, in line with directions of the civil court. CDA’s Security Directorate has also been asked to provide support during the operation.
At the same time, CDA’s Law Wing has been directed to actively pursue the matter in court, maintaining that the plot allotment had already been cancelled and that any sale, transfer, or disposal of units in the building falls under the authority’s control.
