Pakistan’s Number One Mobile Network in 2026 Revealed Via PTA QoS Survey

Jazz has emerged as the best overall mobile network in Pakistan in PTA’s Quality of Service survey for the first quarter of 2026.

The Pakistan Telecommunication Authority tested cellular networks in 18 cities across Pakistan. The survey covered mobile network coverage, download and upload speeds, latency, web browsing, voice calls, and SMS services.

Jazz recorded the highest overall KPI compliance rate at 95%, with 205 compliant checks out of 216. Zong followed closely with 93%, while Ufone stood at 89% and Telenor at 78%.

Coverage Winner

Zong performed the strongest in overall coverage when both 4G and 3G fallback results are considered.

In 4G coverage, Jazz, Zong, and Ufone were all ranked first, with each operator meeting the required threshold in 16 cities. Telenor ranked second in 4G coverage.

However, Zong took the lead in 3G fallback coverage and recorded the highest combined coverage compliance count. This gives Zong the edge in the overall coverage category.

Download Speed Winner

Jazz was the clear winner in download speeds.

In auto-mode testing, Jazz ranked first in 13 cities and second in four cities. It also led third-party app download testing, ranking first in 11 cities and second in six cities.

Zong ranked second in both download speed categories, while Ufone finished third and Telenor ranked fourth.

Upload Speed Winner

Zong was the strongest network for upload speeds.

It ranked first in 12 cities in auto-mode upload testing and first in 11 cities in third-party app upload testing. Jazz ranked second in both upload categories, followed by Ufone and Telenor.

This makes Zong the best option among the tested operators for users who upload videos, send large files, or rely on mobile data for work.

Latency Winner

Latency results were mixed, depending on the testing method.

Jazz ranked first in auto-mode latency, with 16 compliant cities. Ufone ranked second, followed by Telenor and Zong.

In third-party app latency testing, Zong and Ufone jointly ranked first, while Jazz ranked second and Telenor ranked third.

Based on the overall average latency shown in the survey, Ufone had the lowest latency at 68 ms. Jazz followed at 86.82 ms, Zong recorded 90 ms, and Telenor had 108 ms.

Web Browsing Winner

Jazz, Zong, and Ufone jointly led the web browsing category.

All three operators were compliant in all 18 surveyed cities for webpage loading time. Telenor ranked second, with compliance in nine cities and non-compliance in nine cities.

This means web browsing performance was strong on Jazz, Zong, and Ufone across the surveyed cities.

Voice Calls Winner

Zong ranked first in voice service performance.

The operator recorded 88 compliant voice KPIs and only two non-compliant KPIs. Jazz came second with 86 compliant KPIs, followed by Telenor with 83 and Ufone with 78.

Voice performance was measured through indicators such as network accessibility, call setup success rate, call connection time, call completion ratio, and mean opinion score.

SMS Winner

Jazz ranked first in SMS performance.

It recorded 34 compliant SMS KPIs and two non-compliant KPIs. Zong ranked second with 33 compliant KPIs, followed by Ufone and Telenor.

SMS performance was measured through success rate and delivery time.

In Short

Jazz is the overall winner of PTA’s Q1 2026 QoS survey because it recorded the highest overall KPI compliance score at 95%.

Zong remained a very close competitor and performed better in several important categories, including coverage, upload speeds, and voice calls. Jazz, however, had a stronger all-round profile because it led download speeds, SMS, auto-mode latency, and overall compliance.

Ufone performed well in latency and web browsing but lagged behind Jazz and Zong in speed and voice rankings. Telenor finished last overall, mainly due to weaker results in coverage, speeds, browsing, and SMS.
