Govt’s AI Decisions to Face Human Review Under New Policy

Pakistan has introduced a new governance framework that will require government departments using artificial intelligence (AI) to follow stricter transparency, accountability and human oversight standards, as the country prepares for wider adoption of AI across the public sector.

Under the National Data Governance Policy, government agencies using AI or automated decision-making systems in high-impact or rights-related matters will be required to ensure that these systems are explainable, auditable and subject to appropriate governance controls. Departments will also have to assess risks before deploying AI applications and maintain records explaining how the systems function.

The policy gives citizens the right to meaningful human review where appropriate if they are affected by significant automated decisions. It also requires public bodies to implement safeguards against algorithmic bias and discrimination while embedding privacy protections throughout the development and deployment of AI-powered services.

To strengthen oversight, the framework establishes a dedicated governance profile for artificial intelligence, automated decision-making, emerging technologies and spatial data. Supporting standards will introduce requirements covering AI model accountability, explainability, performance monitoring, model drift management and mandatory registration of high-risk AI systems before deployment.

The Pakistan Digital Authority will oversee implementation through compliance assessments, technical standards and periodic audits. According to the policy, the objective is to encourage the use of AI in public administration while ensuring government systems remain transparent, secure and accountable to citizens.
