PTCL’s EVO Speed is Dipping, but There’s No ‘Fair Usage Policy’ so far!

We have received numerous emails regarding PTCL’s EVO speed degradations. These emails claimed that PTCL has quietly implemented “Fair Usage Policy” according to which download speed is observed degraded if subscribers download more than 10 GB of data in a month.

This rumor of EVO’s Fair Usage Policy is widely circulated over the web, however, it is not true.

PTCL has officially confirmed ProPakistani that PTCL has not implemented any sort of “Fair Usage Policy” as of now. However, company confirmed that download speed on PTCL’s EVO gets degraded during peak hours due to capacity issues or otherwise because of limited signals (coverage). It merits mentioning here that PTCL’s website isn’t detailing any ‘Fair Usage Policy’ either.

On other hands, PTCL EVO customers, who are getting up to 10 times degraded speed, are widely protesting on multiple forums. They are firm that PTCL has deliberately degraded speed, based on ‘Usage Policy’ to cater its subscribers’ base needs.

There are some voices that opine that PTCL has capped its EVO customers to promote its newly launched 9.3 MB NITRO devices.

Despite official denials, its a fact that PTCL EVO customers are getting degraded download speeds. Only time will tell if its a deliberate move, system flaw or the  capacity issue.

One of  reader sent following speed test figures:

Old Speed (July 9th, 2010)

873878645

Current Speed: (November 22nd, 2010)

1040114322

PTCL’s EVO services has gained popularity during the time, hence its subscriber based increased with time. However, the quality of service has diminished due to capacity load and limited pipe.

  • PTCL EVO was best thing i used but now it sux big time.Service is pathetic and customer service is more pathetic.

  • this is true and the ptcl call centre has confirmed the implementation of fair use policy without even informing the customer
with this policy ,chrges for nitro are unfair and shows why people do not trust pakistan and pakistani institutions

  • well. it was certain to happen as we people like FREE AND UNLIMITED THINGS very much .free things are like this. as far as i m concerned ptcl is doing this with dsl customers as well. it better to tell customers about their limit. quality is better than quantity ,we must realize this

  • AoA
My evo download speed has come down to 60 from 300 kbps. I called 1218 and they confirmed the fair usage policy. Also worth mentioning that 1236 is denying any such implementation.

  • Hi. This news item is absolutely 100 percent false. Please do your research before spreading misinformation like this.

Ive spoken to around 5 PTCL CSRs and Ive even received 2 calls from the PTCL office in Lhr, and all of them confirmed that PTCL has indeed implemented a ‘Fair Usage Policy’ on all EVO and Nitro packages. There is no longer any unlimited package and your speed will be capped when you cross a certain limit (10GB).

I can post the recorded conversations if someone likes.

    • We communicated with PTCL’s spokesperson in Islamabad. A recorded conversation would be great to hear!

Yes, i know the service gets downgraded after certain limit. (I am myself a EVO user)

        • Ali, PTCL is still confident that they haven’t implemented this “Fair Usage Policy”. This message came directly from an SEVP.

When asked about the audio conversation you sent, they said they are going to investigate it. But there is no cap on downloads – neither they are planning it in near future, said the company.

          • after the news spread widely they have taken back such policy i am now getting normal speed which was 15 KBps from last whole week.

            • Are you sure that they have removed the cap…??? Because i am back to my normal speed but i think that it might be due to the start of my new billing cycle i.e start from 0GB for next month cycle…

  • Can any body please suggest me?

I am going to shift in DHA Phase v(extension).. and i want to have Internet Service.. Which Service Provider i should choose?

  • i have my self contacted ptcl customer care services through helpline and they have confirmed that upon first 750MB of day pass unlimited package are available at full speed .then speed is declined to 512Kbps and upon 2GB download speed is limited to 128Kbps.thats really sux.now i will recommend to you guys to switch to ptcl 4MB package for unlimited downlaoding as it doesnt have that kind of limits.

  • Ari is right .. The ‘Fair Usage Policy’ is definitely in action. Ask 1218 complaint line.PTCL has neither published the information on their site and nor have the told anyone in CCC,OSS and 1236 helpline. They wouldn’t want to stop new customers to come in by telling them about this absurdly impractical and unfair limit.

    • I agree with anwar, we should all file a complaint with PTA. I did so and got a reply from them telling me that it has been forwarded to PTCL.

      Complaints can be sent to
      [email protected]

  • This is just to confuse end user and new customer. PTCL has GBs of free bandwidth and when Etisalat is giving more than 16Mbps in UAE with Unlimited downloads what problem it has here in Pakistan ?

PTA is a pile of sleeping ducks which hasn’t yet come with a definition of “Unlimited” yet, everyone is coming with his/her definition of “Unlimited” to fool Pakistanis ky yahan to “sab chalta hai”.

  • If they are applying cap or speed reduction etc then price should be reduced also …. otherwise its of NO USE… i will block it if they didn’t reduced the Tariff

    Thanks

  • Saab jab har koi iss qaum ko thook laga raha hai to pee-tcl ko bhe karnay do na, itna ghusa kahay ko karta hai…akkkhh thoo karo aur mast use karo, gas, bijli, petrol sab mahanga hai to internet par maza kion mangta hai. acha hai ghusa musa karo aur phir dew mar kr use karo.

    • Hey Basheera or whatever your name is happen to be,

I really don’t like the way you are disrespecting him about the post. Lets imagine that You have posted something in the favor of Wateen telecom and the information seems to be faulcify by the readers and in replying we say, “Hey Look, This (lady or man) might have eaten from Wateen telecom and eager to promote them whichever way he/she can!” How would you feel about it?

For us reader it might be of little worth; but the person whom this has been spoken will be terified by these complimentary message. I do not know Aamir neither I know any of the propakistani writer but I am trying to highlighte the disrespecting way you have chosen. I will end this reply by saying that Here we see how ignoramus we are when maneuvering our path.

      Sincerely,
      Farhan.

      • @Farhan

I know Aamir Atta has a good sense of humor and can digest such sarcasm and is a very polite guy ( o_0 ). As I know he approves our posts here and I was sure he will approve this one too, and I know a bit about technology (may be that is why I am here :p) and know that he is getting the same speed as rest of us. I hope I conveyed my point.

Farhan paa hans lia karo yar, PTCL ny to mood he off kar dia hai sab ka..

  • All those who have got their speeds back, it might be a result of limit reset. The person at 1218 told that it was not sure yet what day exactly the limit will be reset and whether it will be same for all or different as per date of activation or date of billing. A friend of mine has also got speed back but i am still stuck with 60kbps download.

  • Today, 23 November, 2010. The speed of EVO is back, I have a normal Package of 2000 Rs per month. Last month speed was limited to 30kbps, but today its back to 300kbps.

I think they have removed the cap!

  • I am victim of PTCL Badmashi. Tried PTCL broad twice and both the time it was loss of money. Now I am happy because I am using Wateen Wifi. Due to their outdoor device I don’t have any problem while downloading and browsing.

  • I think PTA must keep a check at QOS of such offerings from anyone. There must be some minimun QOS level.

  • Ok this is pure PTCL conspiracy. Heres my story:

Since the first day of Bakra Eid, I was getting the worst download i could ever imagine. It dropped from an average 90 KBPS to 12 KPBS. This happened to me since that day until just a few minutes ago. Now I’m getting speed I couldn’t dream of. And thats an average 250 to 300 KBPS.

How did this happen? Well what I think happened is that PTCL wanted to encourage the sales of its newer Nitro Device and to do that is reduced the speed of the previous Evo 3.1 MB subscibers…PTCL is the most corrupt and money greedy company there is in Pakistan. Don’t agree with me?

Ok explain this. The new adds new see on TV or even on the newspapers shows a dude driving a motorcycle that seems like a futureistic one. That motorcycle is the one displayed in the upcoming movie, TRON LEGACY. How does such a big and major company copy something like this to advertise?

I think people should check ke inke paas bhi tou jaali digree nhi hai?!!

    • @Arsalan

I once wrote to PTA regarding lack of technical expertise when same problem was appearing with the local exchange from last 6 months.

Same is the case with their management and marketing “gurus” who come with the most stupid packages one can even imagine. Something that you get in “bundle” you can get even without “bundles”, in fact bundles means even if you aren’t using it, you have to pay for it, so why restrict yourself ?

As far as QoS is concerned PTA has failed to implement it, they are confused over it and didn’t answer my query on this, same is the case with VoIP policy.

  • PTA Rock!! I finally got the speed back. I had filed a complaint against PTCL on PTA website and after that I started getting calls from PTCL. 3 CSRs were following the issue and one even visited me at my office, something that had not happened in the last whole year I have been using EVO and I got a call from PTA as well for the follow-up.

  • Due to a technical issue, rate limiting is not being applied on the EVDO users. This will be fixed sometime in the near future (in an quarter) and this will bring an end to the users crying ‘bandwidth nahi milti’. Once the policy is implement, sab users apni auqat main aa jaayengay.

  • my speeds went shitty from 3 months. no good answer from cstomer care. at 1st they dont log somplain till u cal them 20 times :s after that they log complain and send u msg after a day says ticket closed aka they checked the problem and its solved… but nothing really happend. speeds r still same. issue is at it was before :S
