A federal audit has revealed that Jinnah Garden Housing Society illegally converted land reserved for public amenities into residential plots, selling them in violation of planning regulations.
According to the Audit Report 2024-25, nearly 200 kanals — originally earmarked for parks, playgrounds, schools, and graveyards — were carved into plots and sold.
The land is valued at around Rs2 billion. The report said the move violated the Capital Development Authority (CDA) Ordinance of 1960 as well as the Islamabad Capital Territory Zoning Regulations.
The audit further noted that development work was carried out without securing a No-Objection Certificate (NOC) from the CDA, while plots mortgaged in the authority’s name were also sold. Despite these violations, the CDA did not impose or recover penalties, resulting in an additional loss of Rs25.48 million.
“The Authority neither imposed nor recovered penalty as per provision of zoning regulations,” the audit stated.
In response, CDA management informed auditors that the matter is already pending before the Islamabad High Court. The Departmental Accounts Committee (DAC) has now directed CDA to submit to auditors the same report it has placed before the court.
