New Bill Proposes Jail, Fines for Practicing Black Magic in Pakistan

A bill introduced in the Senate on September 9, 2024, proposes strict punishments for individuals practicing or promoting magic, witchcraft, or related services in Pakistan.

The legislation, tabled as the Criminal Laws (Amendment) Act, 2024, seeks to add a new section — 297A — to the Pakistan Penal Code (PPC) of 1860. According to the draft, anyone found practicing, advertising, or offering services of magic, black magic, sorcery, or witchcraft, including in the guise of spiritual healing or counseling, could face up to seven years in prison.

The punishment would also carry a fine of up to one million rupees, with a minimum sentence of six months. However, the bill provides an exemption for spiritual counseling conducted under licenses issued by the Ministry of Religious Affairs.

The proposed amendment also includes changes to the Code of Criminal Procedure (Act V of 1898), categorizing the offense as non-bailable, triable by a court of session, and punishable with imprisonment and fines.
