Work on the under-construction 10th Avenue in Islamabad has slowed down drastically after the federal government stopped releasing funds for the scheme, while the Capital Development Authority (CDA) has yet to arrange alternative financing.
The project, launched in 2022 under the Public Sector Development Programme (PSDP) with an estimated cost of Rs. 10.2 billion, was expected to be completed by March 2024. However, only about 48 percent of the work has been carried out so far. The government has released roughly Rs. 4 billion.
According to officials, earthwork from IJP Road to H-9 has been completed and two bridges are already being used, but several unfinished structures are deteriorating due to delays. Residents of nearby sectors have expressed frustration over the prolonged wait, noting that the road is part of Islamabad’s master plan and essential to reduce congestion.
The 10th Avenue project was excluded from the federal budget for 2025–26, with expectations that the CDA would use its own resources. However, little progress has been made on that front.
A CDA spokesperson said efforts are being made to maintain quality construction but acknowledged that timely release of funds is crucial to complete the project.
