A controversial office order from Khyber Pakhtunkhwa’s Public Health Engineering (PHE) Department has revealed that a security guard has allegedly been given the charge of Sub Engineer in Tank district.
According to the notification dated 16 December 2025, issued from Peshawar, Anwar Sadaat, designated as “Operator-cum-Chowkidar” and attached to the office of the Executive Engineer PHE Division Tank, has been “authorized to work as Sub Engineer on a stopgap arrangement in PHE Division Tank in addition to his own duties, with immediate effect… till further orders.”

The order cites the recommendation of the Superintending Engineer PHE Circle D.I. Khan and a letter from the Executive Engineer PHE Division Tank, and describes the move as being made “in the best public interest.”
However, the decision to effectively “promote” a security guard–level employee to a technical Sub Engineer’s role has raised serious questions.
The Sub Engineer position is part of the formal engineering cadre and normally demands a relevant diploma or technical qualification, with responsibility for supervising infrastructure and development works.
Engineers and civil servants familiar with the PHE setup see the arrangement as a glaring breach of professional standards. Critics argue that appointing a non-technical support staffer to such a role, even temporarily, undermines both institutional credibility and public safety in a department that deals with water supply and sanitation projects.
The order has quickly circulated on social media, where it is being cited as yet another example of how rules can be bent under instructions from “high-ups.”
So far, neither the PHE Department nor the KP government has issued a detailed explanation beyond the language of the office order, but the controversy has already put an uncomfortable spotlight on recruitment practices and “stopgap” arrangements within the provincial bureaucracy.
