3G Spectrums to be Auctioned Shortly: PTA Chief

The 3G (Third Generation) spectrums have been decided to be auctioned in the next three to four months and subsequently its policy framework would be finalized by the ministry, Pakistan Telecommunication Authority (PTA) Chairman Dr Muhammad Yaseen said.

Talking in the seminar “Demand for 3G and beyond” on Monday, he brushed aside an impression that cellular operators are not willing to enter 3G technology and said there are certain operators supporting the regulator to introduce advancement in the market.

He said cellular operators have expressed apprehensions on the launch of 3G technology, which we are trying to clarify regarding the concerns of revenues and demands in the local market.

PTA chief  citing India as an example of 3G market with limited users and revenues added that “We have explained operators the regional markets’ trends and significance of generating revenues in limited demanding market.”

“We (PTA) will offer cellular operators spectrum as they are already license holders of the regulator but they are not bound to launch 3G or 4G because we will give them a choice, so its up to them,” he said. He said the localization of value-added service contents needs to be developed rapidly in accordance with domestic market requirements that will not only promote business at domestic level but will also incite demand of its application through 3G technology on mobile phone.

“Zong has earlier offered a business deal to share 60 percent revenues with content developers and designers of mobile phone and Mobilink has now come up with an offer of 70 percent earning share to them that sounds encouraging to IT programmers in the industry,” Dr Yaseen added.

The seminar was organized by PTA in collaboration with HUAWEI, the network infrastructure maker. CEOs of telecom operators and IT firms, experts and students attended presentations of different technical sessions. Speaking as the chief guest, secretary Ministry of Information Technology and Telecommunication, Naguibullah Malik said most of the work has been done in the formation of a comprehensive policy on 3G; however, certain administrative procedures have yet to be taken to conclude the policy phase.

He said he respected the views of all stakeholders of the industry on the launch of 3G technology but the government is always smart to address the national interest of the country, which is supreme to all of us.

A great deal of the ministry’s homework has completed and it is now the responsibility of private sector to render its support to build up the telecom industry towards advancement. Malik said industry stands on a triangle based on policy and regulatory regimes with business models therefore, sound collaborative efforts need to be taken on each part and all stakeholders must be on board for a particular task.

“It is the right time for industry to go for 3G but it could not be done hastily, it takes time and a series of seminars being held in Islamabad, Lahore and Karachi is the part of its awareness campaign among all stakeholders of the telecom industry,” he said and added that “terming 3G made delayed is not appropriate because there was not substantial preparedness for it in the past”. Pointing out to the students’ fraternity in the seminar, he said Pakistan is heading towards 3G to be very fair, to be competent and to be judicious.

  • Interesting. They are auctioning the spectrum but are not bounding the operators to Launch 3G or 4G services?

    It means its up to the operators to launch whenever they want (can be years as well). What I’m surprised about is that are they really auctioning the rights to deploy 4G in one go?

    I thought the government/PTA would want to make more money by first allowing only 3G and then offer 4G licenses at a later time. I think Aamir should follow up with a more detailed story (possibly confirm this from a PTA spokesperson).

    Of course we have heard about the promises of 3G auctions in the coming months a lot of times before so I’ll actually believe it when I see it.

  • Keep it coming, they are deciding to launch 3G in 4 months, i wish these 4 months come in 4 months for authorities, Pakistan is indeed developing faster in this sector than those who have a 3g in there country, People Please dont complain about 4G, 3G Is atleast way better than 2G/2.5G, Upgrading to 4G will not take that much time like it took in 3G

  • actually i want to dram some light to the people who are just saying about the 4g

    First 3g can be a good step because till date there is just 1 mobile which supports 4g i think which is by htc evo 4 and 3g supported cellphones are great in number

    Advantages of the 3g:
    Competition will be there with the dsl connections as well because 3g gives really nice speed into the internet browsing and downloading

    you may not want the laptop with you just your cellphone to browse and check emails and see videos etc

    3g will bring many other things like video calling which going to be kool features for many users around pakistan

    there is no any advantage of 4g till now because even in many countries 3g is entertaining the consumers not 4g :)

  • Telenor cellular network has begun the process of upgrading its network to include 3G technologies for Pakistan, but PTA is still not giving license to Telenor to start its 3G services. PTA on the other hand is continually encouraging Telenor to keep developing 3G infrastructure in Pakistan.

  • JAPAN IS TESTING 4G NTT DOCOMO AND SK TELECOM OF SOUTH KOREA WILL LAUNCH IN 2011.SO THE THING IS THAT WE ARE TOO LATE SINCE 2007 OUR AUTHORITIES.AT THAT TIME PTA IS ALLOWING 3 OPERATORS TWO FROM OUTSIDE AND ONE INSIDE.VODAFONE AND MTN IS WILLING.BUT NOW ONLY 1 FOREIGN OPERATOR AND 2 EXISTING OPERATOR.NOW MOBILINK AND ZONG WILL GO FOR 3G AND IN NEW OPERATOR MAY BE MTN.NTT DOCOMO IS ALSO COMING MAY THEY COME IN 3G.

  • Guys don’t forget 3.5G (HSDPA)before 4G which could provide a really high speed, up to 10Mbps on mobile devices.

    Here in UK we have 3.5G its really fast for browsing and watching high quality videos on smart phones.

    Almost all 3G handsets launched from 2007 support 3.5G.

    Am looking forward for 3G launch in Pakistan.

  • One more advantage for 3G is that you can install skype on your call phone, and you can call any body any where in the world absolutely free. Like I am living in uk and I was waiting for 3G in Pakistan so that I can call my family on their cell phones absolutely free, but they should have skype installed in their phone, because I already have skype in my phone, makes sense??

    Calls from skype to skype are free, so I think biggest benifit we will get from 3G is that we can call for free,

    Some one questioned that will call rates be cheaper, my answer is they will remain almost the same but we hav to wait for 4G for really cheap rates because 4G will be purely VOIP, :) for further information u can email me here [email protected]
