With $50 Billion Debt Due in 2016, Is Pakistan On the Verge of Bankruptcy?

  • 42% of Pakistan’s overall debt, amounting to $50 billion, is going to mature in 2016
  • The global sell off has set off fears that the country could default on its debt
  • Economic growth and clamping down on terrorism have helped improve investor outlook
  • However, Pakistan already spends an obscene amount on servicing current loans and debts and can’t afford these costs to rise
  • Pakistan is among the 10 least politically stable countries in the world and that’s worrisome for investors

As a major portion of Pakistan’s debt, roughly around $50 billion, draws closer to maturing, bets are starting to rise that the country will default. The recent volatility in the international markets has impacted Pakistan severely with its credit default swaps (CDR) rating rising to indicate the highest risk since January 2015,  triggering anxiety.

This is an unwelcome development for an economy that has seen marked improvements due to a reduction in terror attacks and increasing foreign confidence in the Pakistani market.

In 2013, the Sharif government secured a $6.6 billion loan from IMF to avoid an external payments crisis. Since then, improvements have been seen with the current growth forecast being an 8 year high at 4.5%.

Worryingly, since the loan in 2013, Pakistan’s debt due by the end of 2016 has risen by a staggering 79%. Certain conditions of the loan, like the privatization of national companies, have also faced opposition as evidenced by the strike at PIA.

The main concern right now is that with $30 billion due in the later half of this year, Pakistan cannot afford an increase in the borrowing costs. Right now, more than 77% of our $124 billion national budget for fiscal year 2015-16 is marked to be spent on servicing our interest and principal repayment on loans.

While things sound gloomy, an imminent disaster is not expected. Pakistan’s external liabilities are relatively modest, the increase in  foreign currency reserves, willingness of the IMF to help meet maturing loans as well as incoming CPEC investment are positive points.

Pakistan basically borrows more money to pay earlier debts and this infinite loop has reached an alarming stage

Industry outlook suggests that Pakistan has a quite good chance of completing its IMF macroeconomic stability program. $8.3 billion of Pakistan’s 2016 bond and loan repayments will need to be in foreign currency, which is roughly 40% of the country’s foreign exchange reserves.

The issue is that the reserves aren’t static. While they have been among the steepest risers last year in Asia, over half include debt and grants that could disappear if the global economic outlook deteriorates. This could have a negative effect on our currency, which is 20% over valued according to IMF despite being quite stable in the face of a volatile market.

Political instability is also a wild card in Pakistan. General Raheel Sharif has lead a publicly appreciated campaign against terrorists in the wake of the APS tragedy. Retiring later this year, his departure could prove to be testing for the country’s political climate, adding uncertainty to what already promises to be testing time period for Pakistan.

    • Probably the article is targeted to undermine the financial condition of the government but actual situation is not so bad rather encouraging, when Musharraf government left every body knows that there was nothing in the kitty. It only enjoyed the benefit of debt rescheduling and PPP and PMLN government are regularly paying the installments. The debt burden rose to $66 Bn during the PPP period but Pakistan did not default. It was brought down to $59 Bn by the present government which now stands a little more than $61 Bn. Musharraf government started from $39 Bn and at the end of the regime it was $46 Bn an increase of 17.9%. PPP escalated the debt to $62 Bn when handed over the government that was 34.7%, Fort the present government the external debt till May 19 was still under $62 Bn. Mr Omer please do not misguide people. Everybody knew Pervez Musharraf threw the country into a quagmire politically and economically that was why his last words were, “Pakistan ka Khuda Hafiz” everybody know what does it mean. From abroad he said in 2010 Pakistan has entered a dead end and no chance to escape but Alhamdolillah Pakistan is today set for progress.

    • Then it will seek bailout from IMF or World Bank — who are apparently ready and are arguably pushing Pakistan into that stage. Such organizations will happily grant funds conditioned with certain things, such as removal of Nuclear bombs and much more.

    • And here is what happens to a country (default on debt) that messes with the IMF (doesn’t returns IMF / world bank loans):

      1. Everyone else stops lending to that country. That would force the government to drastically cut back on expenses, leading to domestic riots.

      2. Foreign investors would quit the stock markets and eventually even direct investments would vanish. That would ransack the stock markets and destroy domestic companies. More unemployment and more riots.

      3. The currency would fall like a rock.

      4. When the currency falls that rapidly, the country would be unable to import essential goods. That would mean scarcity, poverty and riots.

      5. Inflation would rapidly increase destroying savings and destroying wealth. More riots.

      6. The riots and scarcity would destroy whatever remaining local companies.

      7. The riots, currency and everything else would make the country and its leaders laughing stocks of the world.

      Anyone who has been lending money for a long time has a bunch of things to keep their show running. Just as the hitmen hired by your local pawnbroker, IMF’s economic hitmen would send a defaulting economy to stone age.

                  In this world war that we won, where did nuclear weapons go? If no one used them, why? How did we prevent that? If they *were* used, how are we still alive? Keep in mind that we have about ~100 nuclear warheads. If this war was infact nuclear, I don’t think we could have face so many other nuclear nations with just 100 missiles and still be capable of claiming victory.

                      So this indeed was a nuclear war. But how did we assure that none of the other nuclear nations would be able to launch their warheads? Seriously. Even if we assume that we have more warheads than rest of the world combined, this doesn’t put us in a winning position. The fact that rest of the world has even 1 missile is a problem for us. The scenario of rest of the world failing to successfully launch even a single missile is unbelieveable. How do you explain that? Keep in mind that we can’t pin point every other nation’s missile reserve sites. They keep rotating.

Advanced tech in military, medicine, computers, you name it. A space program. Nuclear tech. It’s years ahead of its rival, India.

                      China doesn’t count as our enemy. So we won’t destroy (more like challenge) them. A majority of developed western nations (and our one very dear neighbour) count as our enemies. Wiping them out will leave us in a (mostly) empty world. Keep in mind that right now, there exists a *massive* power vacuum. The nations left are very underdeveloped except us and China. Even though we have come a long way, China is still pretty strong.

                      So here’s the question again: What happened to China? Did they fight us? If so, how are we *still* surviving? I just can’t believe that while we somehow managed to handle the west, we were able to face China in all its glory.

                      Or did they accept us as superpower and became the underdog? This is a very unlikely scenario. I’d like to see you cook up a reasonable explanation for this one :)

                      And due to the fact that it has such great relations with pakistan, it will continue to support us and infact, taking advantage of our new “superpower” status, will invest even more in collaborative projects with Pakistan.
                      India, on the other hand, will be the second country after US to be wiped off or atleast sabotaged. Becuase they would surely try to annoy us with their “Powerful” nuclear warheads (which almost always go Phusss like a bad cracker) . After the war, India will continue as usual to raise propaganda against Pakistan and being its original mischeivous self.

China has a government supported copycat product/company for everything that exists in US. Everything Google has done, Baidu is consistently following suit.                       And as with americans, it’s hilarious to see their views about China. China has a strong economy but americans claim that China is a child labour nation so no fair. Every now and then, western media tries to paint India as the next superpower, with no mention of China anywhere. I’m not exactly sure about this but China is also a part of a secondary world bank that runs in parallel to US controlled IMF, etc. This secondary organizations mostly consists of poorer countries. I’m sorry but I’m recalling this from memory. I can’t find a source.

                      So would you call this coexisting? For the time being, I will. But they sure as hell don’t plan on coexisting for a long time. Now try putting Pakistan in USA’s place against China. I don’t think our relations will continue to be the same when China has an easy opportunity to take the lead.

    Lets keep Debt as a major calculator here keeping the other factors constant like we do in economics to understand a particular effect.

    Musharrat started from $32 in 1999-2000 and it reached to 38.8 by 2008 ($6.8bn in 8.5yrs)

    PPP started from 38.8 in 2008 and it reaches to $56 in 2013 ($17.2bn in 5 yrs)

    PMLN started from $56 and it reaches to $62bn like you said as i dont have 2015 stats with me (6bn in 2 yrs)

    • you are right on a lot of points but we may not forget the compensations we got from USA and IMF during Mush era. You cannot double up the GDP of the country with foreign aid. There were a lot of grey areas, especially the economic growth and gdp bubble that bursted as soon as he left. That era was more to bring in aid and less to invest which beefed up our economy. Also during Mush’s time the world saw a massive increase in wealth which lead countries like China, India and Russia to become big economies. During that period we also saw a large influx of money and growth. Now why hasn’t this happened again is because huge economies in the world have been stabilizing and similarly Pakistan would have a hard time improving it’s economy and gdp.

      He had no fear of losing his presidency seat as he was not elected, so naturally he wouldn’t be making big claims like politicians who want to win elections or start big / mega projects that may or may not fail in the future.

      There was indeed a boost in education and IT sector but one may question where the hell did $10 billion aid went?

      Under the dicatatorship of Pervez Musharraf, Pakistan received around $10 billion of ecenomic aid and ended up with at least a $100 billion of economic damage to the country.

      Now, you are right that both PPP and PML-N should also be blamed for the increasing debt but we should not forget that debt and foreign aid is what is currently keeping this country on track. We are a developing third world country that too stuck in war on terror and natural calamities.

  • To make things easy about the debt situation.
    1)raise taxes on the rich people as it will increase revenue hence making it easier for the gov repay its debt.
    2)increase the number of taxpayers, less people pay which is not good for the gov.
    3)increase spending on public services like education,law enforcement,healthcare etc which will increase investment and taxpayers.
    Note: Im not an expert on economics, this is what i feel should be done to resolve the debt issue.

    So Pakistan debt may be $125 per capita

  • I find it amusing when people living under the Dunning–Kruger effect believe Pakistan ever had a choice to say no to US. Back in 2001 and even now. The US had no trouble going to war with Pakistan or imposing enough sanctions to send it to even pre-stoneage. Your nukes are useless and pose no threat at such a long-range. And the Arab countries prefer US and India over you. The only ally left is China which won’t care less about your existence when there’s threat from India in collusion with the US.

    Stop pretending you have any say or power in the world affairs. You have to oblige when the super-powers instructs you to.

  • I think u both may have not accounted for foreign currency reserve increased to almost 20b usd by sharif govt.once u consider that pakistan is in much better shape. But arms race with india is what will harm more pakistan in long term.the solution will be good trade relations and total clamp down on likes of Hafiz Saeed.

  • pakistan should start trade with all the neighbours including India, Iran and not only china. see the example of China and Taiwan despite being rivals they are having sound trade relations. Similarly China and India.

  • This article is plain wrong.It states that the Federal budget is 124 billion of which 77% is uses for debt servicing while in reality our budget is 47 billion of which 33% is used to service debt.Also we only have to repay $15 billion in debt repayments this year.I am amazed nobody had figured out this yet.This seems plain propaganda to me.How can a journal be so careless.God bless us.
