The Petroleum Division is actively pursuing the government’s approval for the use of flare gas in the transport industry but the Oil and Gas Regulatory Authority (OGRA) continues to object to it for safety concerns.
The OGRA stated in a letter to the Petroleum Division that the inconsistent quality of the gas along with the technological and legal issues involved are “a serious threat to public life and safety”.

The letter further stated: “OGRA has already conveyed the legal and factual position to the Ministry of Energy (Petroleum Division) which is reflected in para 4 of the draft summary. Transportation of flare gas through bowsers and its compression at the oil and gas field is not covered under CNG Rules 1992”.
It also mentioned that besides the legal and technical constraints, supplying flare gas to CNG stations would endanger the lives of motorists.

OGRA maintained in the letter that the inconsistent quality of the gas would cause it to damage CNG equipment at CNG stations and would compromise the integrity of the CNG systems installed in cars, thus risking damage to property and endangering the public.
It further stated that “No experiment in such matters is affordable vis public safety, as well as the unlawful behavior/attitude of the flare gas licensees, observed so far as they are still supplying such gas to CNG stations.”

Please provide OGRA’s letter wherein it has objected the use of Flare Gas in compressed state to be used in vehicles.

There are a lot more uses for flare gas than to send it for domestic / CNG use, industries in developed countries successfully use Flare Gas heat recovery systems to minimise this waste. The govt. should look in to this matter too.
